At Treasury Questions last month, I asked the Chancellor about a constituent who has Down’s syndrome and severe learning disabilities, is profoundly deaf and has an autism diagnosis. His parents and grandparents put money into a Child Trust Fund for him, but he lacks the capacity to access his money and there is no easy way for his parents to do so (read our exchange here).

Today I met with the Economic Secretary to the Treasury, Bim Afolami, to discuss the problem further and invited the former Conservative Minister and current Chair of the Defence Committee, Jeremy Quin MP, to join us. Jeremy has been campaigning on the issue and together we made the case for a simpler approach, along the lines of parents being assigned as appointees by the DWP for benefits purposes, which Bim Afolomi agreed to press with the relevant Ministers in other departments.
